Power Platform Developer/ Project Manager

Overview

We are seeking a highly skilled Technical Lead – SME Software Developer with extensive expertise in Power Platform and low-code development to lead application development, integration, and modernization efforts. This role serves as both the Technical Lead for software solutions and the Alternate Project Manager, authorized to act on behalf of the Contractor during the absence of the primary Project Manager. The ideal candidate will combine deep technical expertise with proven leadership, ensuring delivery of innovative, efficient, and compliant solutions.


Key Responsibilities

  • Power Platform & Low-Code Development

    • Lead the design, development, and deployment of solutions leveraging Microsoft Power Platform and other low-code tools.

    • Establish governance and guardrails for low-code adoption, ensuring compliance, scalability, and security.

    • Oversee system integrations, automation, and modernization of legacy workflows.

    • Ensure data integrity, backups, and continuity of operations.

  • Application Development & Software Engineering

    • Develop, create, and modify computer applications software and specialized utility programs.

    • Analyze user requirements and translate them into software solutions.

    • Design and customize software applications to optimize client operational efficiency.

    • Collaborate with database teams, including the design and development of application-integrated databases.

    • Supervise and mentor junior developers or programmers as needed.

  • Alternate Project Manager Duties

    • Act as the single authorized alternate with full authority to act for the Contractor in all matters related to contract execution in the absence of the Project Manager.

    • Provide direct interface with the COR and CO when serving as Alternate PM.

    • Ensure continuity of operations, project reporting, and milestone tracking during PM absence.

    • Support all PWS requirements, especially 3.7 Project Management & Reporting.


Required Qualifications

  • Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field (preferred).

  • Experience: 10+ years in software development, application integration, and technical leadership.

  • Technical Expertise:

    • Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse).

    • Low-code/no-code application development methodologies.

    • Application design, optimization, and modernization.

    • Database analysis, design, and integration.

  • Skills:

    • Strong analytical and problem-solving skills.

    • Proven leadership in supervising development teams.

    • Effective communicator with the ability to interact with both technical and business stakeholders.

    • Ability to act decisively and independently in a leadership capacity.


Preferred Qualifications

  • Experience in Federal IT modernization programs.

  • Knowledge of Agile, DevSecOps, and CI/CD methodologies.

  • Familiarity with cloud-native development (Azure preferred).

  • Experience in contract reporting and stakeholder engagement.
