We are seeking a motivated Business Development & Capture Manager with proven experience in identifying, qualifying, and capturing new business opportunities in the Federal space. This role requires strong knowledge of the Federal acquisition process, an established network in the DMV market, and the ability to drive strategic pursuits from opportunity identification through award.
Identify and qualify new business opportunities within Federal Civilian, DoD, and/or Intelligence agencies.
Lead capture activities including customer engagement, win strategy, teaming, solution alignment, and pricing strategy.
Partner with internal delivery, technical SMEs, and proposal teams to develop compliant, compelling proposals.
Maintain strong relationships with Federal agencies, industry partners, and system integrators.
Track opportunities in GovWin, SAM.gov, and other pipelines to ensure proactive pursuit.
Develop and deliver capability briefings to potential customers and partners.
Manage pipeline development and report on business development metrics to leadership.
5+ years of experience in Federal business development, capture management, or related sales roles.
Demonstrated success in leading captures of $10M+ opportunities.
Strong understanding of Federal contracting and acquisition lifecycles (RFI, RFQ, RFP, IDIQs, GWACs, BPAs).
Established network within the DMV area across Federal agencies and industry partners.
Excellent communication, negotiation, and relationship-building skills.
Ability to work independently and collaboratively in a fast-paced environment.
Experience with DoD, DHS, VA, HHS, or Intelligence Community opportunities.
Knowledge of contract vehicles (GSA, Seaport NxG, OASIS+, CIO-SP4, etc.).
Existing security clearance (Secret or higher).
